I am interested if it is allowed to bluff with 2c as strong

It will depend on where you are, and you didn't say. In the ACBL, "bluffing" (we call it "psyching") by making an artificial or conventional opening bid when your hand doesn't meet the requirements for that bid is violation of the convention regulations (on the General Convention Chart). So in the ACBL, no it's not allowed. Other jurisdictions may have other rules.

We do ask people to put their country when asking questions - there is a little box especially for it. Just enter your country, or put Online if it is an online query. Many question shave different answers in different jurisdictions.

As Ed says this is one such question. It is not allowed to psyche a game-forcing or near-game-forcing artificial bid in England or Wales, but that may not be true in other countries.

You might be allowed though to play the 2 opening as 2-way, either

strong, game force or
weak with diamonds.

Partner will respond 2 whenever he doesn't mind a pass.

Whether this method would be allowed depends on where you are and the "level" of this method.

In the UK, many multi bids are allowed with both strong and weak options at level 3 (I think) so my guess is that this convention would be that level. No doubt you'll use 2 for some other purpose eg also a multi (weak 2 in either major possibly with a strong option) or as flannery. If you play it as the multi then your 2 and 2 bids would probably be "tartan" (5 cards + 5 in lower ranking suit) or possibly a strong bid.

Why it is important for me to list these variations of the other bids is so that you are sure to check the "level" of those bids too before you employ them.

In the UK only the traditional Multi, with a weak hand that can hold either hearts or spades, or a strong hand, is allowed at Level 3. The 2 bid you mention is allowed at Level 4 - though we have quite a lot of level 4 competitions.

In case people wonder why the traditional multi is permitted at level 3, this is historic:

- Acol 2 bids were very popular and people didn't want to give them up, but liked the idea of weak 2 opening bids. Thus they did give up the acol 2 bid in diamonds for the "multi" version.

- Those who adopted the multi were often players who were otherwise inexperienced with conventions and not always aware about licensing.

- It was considered that the multi in its traditional form was widespread enough that opponents could expect to come up against it and would therefore have a defence prepared.
