Recently, whilst playing a match privately, our opponents thought that the Double in the following sequenece should have been alerted. My partner & I were under the impression that it is not alertable but naturally would like to clarify the matter to avoid any future problems.

The sequence, with E dealer:

E S W N
1C 1H p p
1S Dbl*

* Played as "values" (max overcall), not as showing spades (i.e. not penalty oriented)

Under English Bridge Union rules, is this Dbl alertable or is it not?

Bob,

The main requirement is to alert doubles if they are not natural.
The EBU defines a natural doubles as (Orange Book 5.3.1(d)):
" (i) a take out double of a suit bid naturally at the one, two or three
level when your partner has not had a chance to call or has passed
without indicating values.
(ii) a penalty double otherwise; " [snipped]

So certainly any double that isn't takeout or penalty is alertable. Since
your double was values it is alertable; and it would have been alertable
if it was penalties.

That you do not alert a takeout double made by a player who has bid,
but whose parter has not, is not well understood - especially at club
level. IMHO, if you alert all doubles that are not strictly penalties,
except doubles of an opening suit bid below 3NT,
most opponents will be happy.
