I guess the responder does not have an agreement about 2NT. It might be appropriate to alert 2NT and, if asked, say "our agreement is that partner would bid 2H, we have no agreement about 2NT in this sequence".

If he intended it as a transfer, then the 1NT opener is superaccepting, showing a maximum 1NT with hearts. If he intended it as a diamond signoff, then he must assume that opener is superaccepting, showing a maximum with diamonds. If he intended it as forcing stayman, he must assme nothing other than opener has no 4-cad major of 5-card minor. In any case, the 2D bidder must not base his bidding on opener's announcement. The opener held: K J x K x K J x x A J x x x Super accept is not part of their game. Responder held: x x x Q x x x x x x x x x Responder did not feel like bidding 3 - Was told that he could not and as I thought he could if he wanted to; so decided to ask. Therefore responder has no diffficulty: there is no problem from UI, for example. Opener now rebids 2NT which is not part of their system.
